ZitatLongtime Democratic U.S. Rep. Luis Gutierrez won't seek re-election next year, sources said Monday night, setting off a domino effect in Chicago Latino politics.
As a result, Cook County Commissioner Jesus "Chuy" Garcia plans to start gathering signatures to seek Gutierrez's congressional seat, sources said. And 22nd Ward Ald. Ric Munoz plans to runs for Garcia's county board seat.
The decision marks a change from Monday morning, when Gutierrez's campaign filed his paperwork to secure a spot on the March 20 primary ballot. Gutierrez, a high-profile pro-immigration activist, has been in Congress since 1993, representing the 4th District.
Gutierrez's sudden withdrawal is causing a great deal of speculation as to why. Consider this from "Daily Mail":
Garcia’s political strength almost certainly has nothing to do with this. Democrats have a +33 edge in IL-04, and Republicans didn’t even bother to run a candidate against Gutierrez last November. In 2014, a strong Republican midterm, Gutierrez won 78/22. He managed to eke out a 77/14 win in the GOP tidal wave of 2010, too. This was as safe a seat for Gutierrez as possible; he could have hung on for another twenty years without even breaking a sweat.
Gutierrez is also the leading Hispanic mouthpiece in Congress and gets plenty of air time to promote his Leftist views on immigration and other such matters.
So why? The "Daily Mail" offers a number of possible causes, though the only one which seems plausible to me is that a scandal of some sort is about to break out involving him, though what sort of scandal could be bad as to alienate his supporters is somewhat beyond me. The person who wrote the article thinks he has made some of deal with the Chicago Democrat machine which benefits him in the long term. So who knows, but his retirement is a bit of a shocker.
The latest ... I sound like Gutierrez see an opportunity to set up a fiefdom in Puerto Rico.

Rep. Luis Gutierrez, D-Ill., announced Tuesday afternoon that he will not seek re-election in 2018 because he wants to help Puerto Rico recover from two disastrous hurricanes.
"I cannot be here in the 4th congressional district and be rebuilding the home of my mom and my dad," Gutierrez said about Puerto Rico. "The place that I love so much — and I'm gonna work really hard until she's completely built to 21st century standards, but I can't do them both."
"I'm not going to run for reelection, but I'm also throwing my support behind Jesus [Chuy] Garcia, to run for the office of representative for the 4th District," Gutierrez added. "I want to make absolutely clear that I'd be a candidate in the congressional district if Jesus Garcia had not volunteered to run."
Gutierrez, a stalwart for immigrant rights and defender of sanctuary city policies, said he has spent 4,000 nights away from home over the past 24 years he has served in Congress.
"It's almost 11 years that I didn't spend in Chicago. It's a lot of time, and life to me is like a novel. It's only a certain number of chapters and as I write this last chapter, I wanna write it with [my family]," Gutierrez said.
The outgoing lawmaker will instead focus on creating a "new fierce framework" for immigrant rights as the parties head toward the 2020 presidential election.

"playing by the established rules"? we all agree on that. But NOT only when it's convenient Luis. I notice the word ILLEGAL isn't in his vocabulary when he's referring to injustices. We'd like that to be a part of the 'established rules' as well.
