"Taxpayers are owed a full and transparent accounting of how the vendors contracted to build the site failed to launch it successfully. We strongly urge to you undertake a complete, thorough investigation to determine the causes of the design and implementation failures of healthcare.gov."

This law shouldn't be delayed it should be scrapped, repealed and defunded. PERIOD.
Americans don't deserve free healthcare. What we deserve is a free market to make our own choices.
What is needed and deserved is 1) TORT REFORM and 2) Being able to buy insurance across state lines. And 3) Americans deserve an amendment whereby all legislation must be read before voting or congress critters commit a felony and go to prison. And Americans also deserve an amendment whereby all Congress critters are subject to the laws they pass - NO EXEMPTIONS!.
This will probably turn out to be another Solyndra-type scandal. Money passed to bundlers and campaign friends, spent unwisely and alas, we taxpayers are the losers.
