Lavrentiy Beria, Stalin's police state enforcer as head of the NKVD, famously boasted of his ability to make anyone a criminal when he said, "You bring me the man, I'll find you the crime." Contemporary America is dangerously close to that situation, what with the bewildering array of laws and bureaucratic regulation enforced with criminal penalties. With the NSA monitoring your cell phone meta-data, the task of identifying criminal infractions on any random citizen becomes all the easier.
But New Orleans has taken Beria's dictum a step further. Glenn Reynolds of Instapundit:
POLICE: If you're carrying condoms, you might be a hooker. "Imagine a city that passes out condoms for free and busts people who carry condoms. That's what seems to be happening in New Orleans, where the city's health department doles out protection while the city's police department doles out harassment."
"There's no way to rule innocent men. The only power government has is the power to crack down on criminals. When there aren't enough criminals, one makes them. One declares so many things to be a crime that it becomes impossible for men to live without breaking laws." ~~Ayn Rand
