Ever heard of “Sue and Settle” lawsuits? I hadn't. It's when a Federal Agency like the EPA, gets sued by a "friendly" special interest group, one it agrees with and as part of a settlement "negotiations" agrees to legally binding regulations. This way new regulations and standards can be created without the public's involvement. Say what? Yes, suddenly, without going through ANY normal legislative process, new legislation is being forced on the public via these back door and private negotiations with special interest groups.
