Only under the modern Western welfare state have the poor ever been fat — or have the obese blamed their weight problems on the government not giving them enough free money:

Christina Briggs, of Wigan, England, says she can only afford junk food and that she doesn’t exercise because she doesn’t have enough funds to join a gym, the Daily Mail reports.
The reason she doesn’t have the money? She blows her welfare check on mountains of junk food.
Zitat “It’s not easy being overweight and on benefits,” the single mother told Closer Magazine. “If I was well off, I’d be able to buy fresh food and afford a gym membership.”
Briggs says she has already tried swimming, but it cost her about $36 a month, which meant cutting back on her favorite foods, like pizza and Chinese takeout.
We certainly can’t have that — not if she’s trying to lose weight. Therefore taxpayers need to cough up more cash.
Zitat“I need more benefits to eat healthily and exercise,” she told the magazine. “It would be good if the government offered a cash incentive for me to lose weight. I’d like to get £1 [$1.62] for every pound I lose, or healthy food vouchers.”
If the alleged obesity crisis is half as bad as the authorities have been yelling, this idea should be seized upon eagerly by Labour in the UK and Democrats in the USA as an opportunity to pass out more of other people’s money to secure votes from parasites.
