When we were out there promising the Ukrainians a billion dollars I remember wondering where that money was supposed to come from. Does the State Dept. have a contingency fund for that sort of thing?

From what I read on how they are gathering this cash, the State Dept does. They are collecting all the "extra" money that is lying around in depts that don't get used but is appropriated for. In other words, we just found out they actively have access to a slush fund intentionally built for these activities. I wonder if any GOP'ers will have the stones to bring the fact up that the SD is asking for more money then it really needs to set up this type of funding?
