Jeb Bush: Asians abusing US birthright citizenship August 24, 2015
Washington (AFP) - Republican White House hopeful Jeb Bush on Monday accused Asians of abusing rules allowing infants born in the United States to be American citizens, amid a campaign row over immigration.
Bush has clashed with rivals -- including the Republican presidential frontrunner billionaire Donald Trump and top Democratic candidate Hillary Clinton -- over use of the term "anchor babies," a derogatory description of children born in the United States to undocumented parents.
Migrants' rights activists see the term as a slur used by anti-immigration campaigners to describe the babies of those who sneak across the border to give birth, gifting their offspring US citizenship and enhancing the parents' legal status.
But on Monday during a visit to Texas near the US border with Mexico, when responding to a question about whether the "anchor baby" row would hurt his ability to win the Hispanic vote, Bush said the situation has more to do with other immigrants.
"What I was talking about was the specific case of fraud being committed where there's organized efforts -- and frankly it's more related to Asian people coming into our country, having children in that organized effort, taking advantage of a noble concept with birthright citizenship," Bush said

I am not quite sure why that should be considered derogatory since that is what they are.
"All of which has led to a proliferation of so-called anchor babies. At least 10,000 such Chinese babies were born in America last year, according to an estimate by an online platform dedicated to monitoring and rating confinement centers for Chinese women giving birth in the States. Naturally, a thriving business catering to these tiny foreign passport holders has developed. The Jia Mei Canadian and American Baby Counseling Services Center, with offices across China, charges between $30,000 and $40,000 to women who want to deliver babies in the States. The fee includes a plane ticket, accommodation in Los Angeles or Chicago in a two- or three-bedroom apartment or house, plus all the citizenship paperwork for the newborn. Women spend two months in the U.S. before delivery and one month postpartum. Nannies, drivers and a chef will be shared among three women, promises Jia Mei. Of course, Chinese-speaking doctors will be on call."
Hispanics do the same. Cross the border near your due date, get free medical care in a clean, sanitary American hospital, and voila, you've got yourself a brand new American citizen who it would be cruel and inhumane to send back across the border.

I don't know if he's terminally bored, doesn't really want the job, or, a la HRC, has been promised the job and just doesn't think he needs to put forth any effort. Or, maybe he really isn't very smart.
