Although Rush is probably correct, not being a citizen is not a deterrent to voting.
While it may only be legal for citizens to vote it is highly illegal and un-PC to demand proof of citizenship in order to vote. Illegals are already voting.

Or even local / state ones. I can remember when I first voted using an ID issued locally. It verified that I was a citlzen and lived in the precinct in which I was voting. Well that concept did not last long. Very soon it became 'racist' and discriminatory.
