In the upcoming election, Nevadans will have the choice to either vote in person or vote by mail. The Democrat-led AB4 expanded voting capabilities during the pandemic by allowing Nevada to move forward with a mail-in election.
All registered, active voters will automatically receive a ballot in the mail. There is a slight difference between mail-in ballots and absentee ballots, according to Deputy Secretary of State for Elections Wayne Thorley, and it has to do with how the ballot gets to the voter - but that's it.
“There is a legal difference - but it’s a pretty minor difference. An absentee ballot is a ballot that the voter requests. A mail ballot is a ballot that is automatically sent to a voter without the voter having to request it," Thorley said. “Other than that, everything else is the same. The ballot itself looks exactly the same, the processing on the back end once the ballot is received by election officials, all of that is the same. There is no difference.”
From a processing standpoint, Clark County Registrar of Voters Joe Gloria says the only difference they'll see is the number of mail-in ballots they have to process.
“Mail ballots are not new to the State of Nevada, or Clark County. We’ve been processing mail ballots for many years. The difference is, this is a larger quantity," he said. "But, we’ve taken the steps necessary to get the equipment to make sure that we process all of those ballots in time. With AB 4 we were given more days to count – 15 days prior to the election – and they’ve extended the canvas period for us as well. So, we have no reason to believe that we won’t be able to finish on time.”
Thorley says there are procedures in place to ensure that a person's vote doesn't count twice, even if they were to try to mail in a ballot and vote in person.
“If you’ve already voted your mail ballot and then you present in person to vote, when we check you in, that’ll display on the monitor to the poll worker there," he said. "If you put your ballot in the mail and immediately go vote in person so that we haven’t received your mail ballot yet, we’ll let you vote in person. But then when your mail ballot is received, we’ll see that you already voted in person, and then we won’t count your mail ballot.”
Nevada did run an all-mail election for the June primary. Though there were a handful of issues, which Gloria says they've learned from and have improved upon, voter fraud was not one of the issues. There were zero confirmed instances of voter fraud, according to the Secretary of State's Office.
Again, only active, registered voters will get a ballot in the mail. State and county officials advise people to ensure their registration and address are up to date by October 17, 2020.
“Active versus inactive, first of all, it’s important to understand that it has nothing to do with the frequency of participating in an election," Thorley said. "So, even though the terms active and inactive seem to refer to whether you’re a frequent voter or not, that’s not what designates a person as active or inactive. The simple difference is this: an active voter is a registered voter who has an address that is verified. An inactive registered voter is a voter whose address we cannot verify. We have sent them a piece of election mail and it has been returned as undeliverable.”
