Palestinians raise payments to terrorists to $403 million, Israel’s Knesset Foreign Affairs and Defense Committee chairman Avi Dichter said. The Palestinian Authority (PA) paid over $347 million to terrorists and their families in 2017, Israeli media report.
A new bill tabled in the Israeli parliament aims to cut funds to the PA in proportion to the payments made to the convicted terrorists and their families. Under a bilateral agreement reached in 1994, “Israel transfers to the PA tens of millions of dollars each year in customs duties levied on goods destined for Palestinian markets that transit through Israeli ports,” the newspaper Times of Israel explained.
According to a study published last May, the PA paid $1 billion to terrorists over four years, between 2013 and 2016. “The sum accounts for seven percent of the PA’s budget and is equivalent to 20 percent of the foreign aid the PA receives annually,” D.C.-based Tower Magazine reported citing the Jerusalem Center for Public Affairs.
Israeli newspaper Jerusalem Post reported the details of the new anti-terror financing bill:
The Palestinian Authority increased its payments to terrorists and their families by nearly $56 million, Knesset Foreign Affairs and Defense Committee chairman Avi Dichter (Likud) said overnight Monday, when a bill to discourage the practice passed a first reading.
Dichter pointed out that PA President Mahmoud Abbas authorized the 2018 PA budget on Sunday, and that there is a PA law that says 7% of each budget must go to paying terrorists, or to their families, if they’re killed in the act.
The increase “means that the PA will employ more terrorists as PA workers,” Dichter said. “Except that the terrorists who work for the PA have a special quality – they are employed both as dead and living terrorists.
“Murderers like the ones who killed the Fogel family” – two Palestinians killed five out of eight members of the family in Itamar, including a three-month-old, in 2011 – “are heroes to the PA. This is not a whim. It’s in the PA’s constitution,” Dichter added.
The PA paid terrorists and their families more than $347m. in 2017. Terrorists who have been sentenced to three to five years in Israeli prisons receive the average income of a Palestinian, about $580 per month. The families of those who committed more severe crimes and were involved in killing Israelis receive five times that each month for the rest of their lives.

The large portion of the money set aside by the Palestinians to finance terrorists comes in the form of development aid from the U.S., the European Union and other Western nations. With this system in place, the unwitting Western taxpayer ends up bankrolling Palestinian terrorist salaries.
Despite pressure from the current U.S. administration, The PA leadership remains defiant on the issues of benefit payments to the terrorists, also known as the ‘pay to slay’ scheme. “I don’t intend to cease payment for families of prisoner martyrs, even if it costs me my seat, I will continue to pay them until my last day,” PA ‘President’ Mahmoud Abbas [pictured above] said last year.
In January, President Trump threatened to cut all aid to Palestinian leadership if it fails to stop incentivizing terror and obstructing peace.
With Islamist terror spreading across the world, it makes no sense for the U.S. and the European countries to transfer hundreds of millions of dollars to terror-sponsoring Palestinian leadership each year. The sooner the West drains this jihadi swamp the better.
