On May 21 Senator Ed Markey (D-MA) and Representative Carolyn Maloney (D-NY) introduced legislation designating $10 million a year to the Centers for Disease Control (CDC) "to fund research on gun violence prevention and firearms safety."
The funding would take place for six years starting in 2015.
According to MassLive.com, Markey released a statement with the bill in which he said:
It is time we study the issue of gun violence like the public health crisis that it is. If we want to prevent injury and deaths from guns, we need to know what can be done to prevent it. No one should be afraid of more non-partisan, scientific research of this issue—not Democrats, not Republicans, and not the NRA.
Obama already designated $10 million to the CDC for research on gun violence in 2014, but Congress will have to act on Markey's bill to keep it going thereafter.

What is it exactly that causes a man to murder his neighbor? Is it the gun he picks up? Is it a disease? His environment? His economic status or lack thereof?

Ed, I can give you a clue. The "disease" you're looking for is the evil in man's heart. Knowing this fact will lead you to the cure. It's a moral/philosophical question you want us to pay you to investigate. But the problem with the question as posed by you is that evil defies logical analysis. Evil is obviously present among us and it ruins our lives. People from all nations would benefit from your cure as they all suffer greatly from its manifestations as well. But you are asking a moral question that doesn't have an intellectual answer. Can evil itself be treated as a disease, as if a first step towards eliminating it could be found? No. If it could why hasn't it happened already?
This study, if approved, will be a misguided waste of the taxpayer's money! I'll bet dollars to donuts it will proudly conclude that the availability of weapons, especially handguns, is the "root cause" of murder and rampant violence. It's a case of garbage in and garbage out however. More futile tail-chasing, more cronies getting funded, more people from Washington DC telling us their lies and living off our income.
Wouldn't it be nice if we could actually identify the causes for rampant evil behaviors? That evil lodges itself in the human heart is indisputable as seen down through history, the horrendous acts of evil people are replete. But where in history do we see any cure?
Good must prevail over evil And where does one find such goodness? Goodness that treats evil, not just restrains it, can only be found when its presence is cleansed from our damaged hearts by God. That's the real transforming cure.

Unfortunately statists of all kinds deny human nature, natural law, and free will. In their world view evil is the result of too little government spending and control.
Ed ought to take a look at what is happening in Detroit and interview Police chief Craig. Police chief James Craig believed in stringent constraints on the second amendment until he served as Police chief in Portland Maine.
